| Description | Artist Robert "Bobby" Penn is shown here taking a break from dancing during the annual student Wacipi at the Dakota Dome. Robert "Bobby" Penn began his University of South Dakota career in 1966 and studied under the direction of Oscar Howe. Penn featured his art all over South Dakota and was the 1992 recipient of the South Dakota Governor's Award for Distinction in Creative Achievement in the Arts. |
