The Millennium All Stars committee selects three recipients each month for the award. There are recipients in the past, present and future categories. In each of the categories the committee looks for candidates who have done a lot for the community and exhibit leadership qualities. In order to qualify for the past category one must have done work in the community before the flood of 1972, and winners in the present category are people who have been strongly involved in the community since the flood.
