The commencement address will be given by Daniel S. Goldin, Administrator of the National Aeronautics and Space Administration ( NASA), Washington, DC. He also will be presented with an Honorary Doctorate of Aerospace Administration during the ceremony. Prior to Mr. Goldin's commencement address, Eric Broughton, an Electrical Engineering major from Canton, will deliver the senior class message. Broughton is a four- time letter winner in football and also was named to the All- Conference Football Team. In addition to being Senior Class President, his activities at South Dakota Tech include Junior Class President, the Institute of Electrical and Electronic Engineers ( IEEE), and the Delta Sigma Phi Fraternity. Dr. Richard J. Gowen, President of SDSM& T, and Regent Harvey C. Jewett IV will present degrees to the 196 Bachelor of Science, 46 Master of Science and four Doctor of Philosophy ( Ph. D.) candidates. Geraldean Loeleta Fluke ( Physics ' 48) will receive the first Ph. D. degree from the Atmospheric, Environmental, and Water Resources ( AEWR) program, which is a joint doctoral program approved by the South Dakota Board of Regents in 1993 for SDSM& T and South Dakota State University. Other Ph. D. candidates are Bruce Alan Schumacher ( Geology), Rapid City; Huahui Luo ( Materials and Engineering Science), People's Republic of China; and Linfa Yan ( Materials and Engineering Science), People's Republic of China. The Guy E. March Medal, which recognizes a distinguished Tech alumnus for outstanding professional achievement, will be awarded to Lowery J. Smith ( GeolE ' 51). Smith currently is president and owner of Ag- Lime Sales Inc. of St. Paul. In 1989 he retired after 25 years as an executive with the J. L. Shiely Company, a construction aggregate sales company. In addition to his leadership in the St. Paul YMCA, Winter Carnival, his church and other civic organizations, Lowery Smith has been a very active supporter of SDSM& T over the years. He currently serves as National Co- Chairman of the SDSM& T Vision 2000: Leadership for the Next Century Campaign. His additional service to SDSM& T includes: Foundation Board of Directors ( 1995- 96); Foundation Trustee ( 1984- 96); President of Alumni Association ( 1989- 90); and co- founder of the Twin Cities Alumni Group ( 1962). He and his wife make annual contributions to the Lowery and Mary Ann Smith Athletic Scholarship. In 1988 he also - 2- established the Lowery J. Smith Renewable Scholarship. While attending Tech, Lowery lettered all four years in both track and football. He has attended every five- year alumni reunion since 1965. Dr. Gowen also will present 50- Year Graduate Certificates to the following members of the Class of 1947 who are returning for this year's commencement: Art Colgan ( EE), Hill City; Lawrence Dugdale ( GenE), Edina MN; James R. England ( CE), Rapid City; James ( Tex) L. Ennenga ( CE), Omaha NE; Elton W. Geist ( MetE), Cleveland OH; William A. Griffith ( MetE), Coeur d'Alene ID; Ralph L. Henry ( Mine), White Springs FL; James W. Laughlin ( EE), Palmdale CA; V. Mitchell Liss ( ChemE), LaGrange TX; Jack A. Meeker ( EE), Seattle WA; Robert A. Mowrer ( ChemE), Pleasant Hill CA; Jack E. Nelson ( MetE), Morristown TN; and Sylvan K. Williams ( EE), Spearfish. " We are very honored to have Administrator Goldin as our commencement speaker, " said SDSM& T President Richard J. Gowen. " His acceptance of our invitation further demonstrates Tech's reputation as a nationally recognized science and engineering institution. His visit to Rapid City will enhance SDSM& T's growing involvement with NASA activities." After becoming the ninth NASA Administrator in 1992, Goldin has earned a reputation as an agent of change in bringing reform and revitalization to America's space agency. His first initiative was to bring NASA's budget process under control. Some of the savings from the budgetary reforms were reinvested in NASA's science and planetary exploration missions. He also started the Discovery Program, a new class of planetary probes. Goldin has identified the environmental monitoring of NASA's Mission to Planet Earth as one of the agency's most important programs. He has promoted cooperative endeavors with the Russian Space Agency and also redesigned the Space Station program, reducing its life cycle costs by $ 15 billion. Recognizing the importance of the one million high- tech jobs related to the aeronautics industry, Goldin also has worked to form a consensus for a national aeronautics agenda. Prior to becoming NASA Administrator, Goldin was Vice President and General Manager of the TRW Space and Technology Group, where he managed the development of advanced spacecraft and space science instruments. He began his career at NASA's Lewis Research Center in Cleveland, working on electric propulsion systems for human interdisciplinary travel. Goldin has a mechanical engineering degree from City College of New York.
